近几年来,公费医疗开支逐年增加,如何加强管理,克服浪费,扭转逐年超支的不正常现象,已成为当前公费医疗改革中迫切需要解决的问题。从上海市第一人民医院以往的情况看,也同样存在这些问题。该院享受公费医疗的在职职工及离休、退休人员近两千人。从1983年执行情况来看,全年每人达104元以上,超过定额近一倍。为了改变这一情况,遵照中央领导同志“看好病,不浪费”的指示精神,自1984年4月1日起,对院内职工公费医疗实行了改革。
