党的十三届三中全会有两大贡献。一是调整了体制改革的部署,推迟了价格改革和工资改革实施的步伐;二是确定治理经济环境和整顿经济秩序的部署,实质上是确定对国民经济进行新的调整。这两大战略决策,在相当程度上是为了抑制和缓解社会经济的继续恶化。在这种形势下,当前的计划工作特别是1989年计划,必须认真贯彻党的十三届三中全会精神和要求,搞好新的调整。为此:
The Third Plenary Session of the 13th CPC Central Committee has two major contributions. First, it adjusted the deployment of the system reform, postponed the implementation of price reform and wage reform; second, it decided to governed the economic environment and rectify the economic order. In essence, it was decided to make new adjustments to the national economy. To a certain extent, these two major strategic decisions are intended to curb and ease the social and economic deteriorating. Under such circumstances, the current planning work, especially the 1989 plan, must conscientiously implement the spirit and requirements of the Third Plenary Session of the 13th CPC Central Committee and do a good job of new adjustments. to this end:
