秦皇岛港自交通部召开全国交通系统创建文明行业大会以后,认真贯彻会议精神,确定了港口到本世纪末的三个发展目标:将秦皇岛港建成文明港口;建立现代企业制度;跨入世界亿吨大港行列。为保证三项目标的实现,秦皇岛港以文明窗口建设为龙头,狠抓了创建文明港口活动,以此来促进各项工作的开展。
