危机事件检验着政府首脑的领导能力和组织能力,可能重构甚至瓦解政府的管理体系。本文通过对造成危机情形难以处理的核心因素的概念分析,设计出一套危机诊断程序,有助于危机管理者分析他们可能遇到的特定危机情形。本文所提出的危机处理导航系统融合了案例研究和组织进程理论,从而为负责引导政府和社会渡过危机的官员学习危机管理方面知识中提供有效的切入点。
Crisis events test the leadership and organizational skills of the heads of government and may restructure and even disrupt the government’s management system. By conceptualizing the core factors that make the crisis unmanageable, this article presents a set of crisis diagnostics that helps crisis managers analyze the specific crises they may encounter. The Crisis Management Navigation System proposed in this article combines case studies and organizational process theory to provide an effective entry point for learning the crisis management knowledge of officials who lead the government and society through the crisis.
