建设充分就业社区,促进小社区实现大就业,使家家户户有就业能力和就业愿望的居民实现就业,是海南最终实现全社会充分就业的方向。社区是我国最基本的基层组织,在城镇可以是一个城区、一条街道、一个居民小区或一个集办公、商贸与生活为一体的大型社会组织;在农村可以是一个自然村、一个行政村或一个乡镇,全社会就是由许多小社区组成。促进居民就业、保障居民的基本生活需要是社区第一大功能。社区劳动就业服务部门扎根在社区,对居民的就业需求知根知底,对社区内外的用工情况了如指掌,帮助居民就地、就近就业非常方便。海口市琼山区大园社区是海南省率先实现充分就业的社区,为全省小社区实现大就业树立榜样。
