一九八七年一月十二日湘政发9号华容县从一九八五年起,对农民的各项上交提留,实行“定项限额”、统筹统管的制度,有效地制止了各种摊派,切实减轻了农民负担。现将他们的经验转发给你们参考。解决农民负担过重的问题,中央早已三令五申,但一些地方至今没有引起重视,乱摊派、乱收费、乱罚款,加重农民负担的现象仍然存在,有的还相当严重。希望各地各部门各单位严格执行中央规定,象华容县那样,坚决制止向农民乱摊派、乱收费,把减轻农民负担的工作真正落实下去。
