国有大中型企业缺乏活力,已成为我国经济改节和经济发展中的一大难题。搞活大中型企业,不仅仅是为了缓解国家财政和企业生产经营中的困难,更重要的是为了解决经济运行中的一系列深层次矛盾,推进经济运行方式的全面转轨,为实现国民经济持续、稳定、协调和高效率地发展奠定可靠的微观基础。因此,可以说搞活大中型企业是深化改革的一场攻坚战。围绕如何搞活大中型企业,各个方面提出了各种不同的思路和对策。我们认为,有一个基本前提应当是统一的,即必须从我国的经济格局已经发生重大变化,并且不可逆转这一客观现实出发,必须遵循社会主义商品经济发展的客观规律。
The lack of vitality of large and medium-sized state-owned enterprises has become a major problem in the economic restructuring and economic development in our country.
