2010年政府机构改革以来,为了解决在村镇建设过程中出现的热点、难点问题,促使市直各部门在新的“三定”方案中关于农村建设的功能和职责尽快实现。湖北省老河口市编办牵头,联合市直有关部门,对乡镇村镇建设机制进行了有益探索。通过明确机构、理顺职责、下放职能、委托执法,完善监督考核,以奖代补激励等措施,用“发展的思路、改革的办法”推进了村镇建设。
