房地产业是我国新的发展阶段的一个重要支柱产业,而经济适用房是其中比较特殊的领域,是具有社会保障性质的商品住宅,所以对经济适用房的成本价格予以公开是进一步保障中低收入者权益的办法。目前建设部虽然对此作出了规定,但相对于整个社会、整个房地产业的规模来说是远远不够的。因此,从经济法的宏观调控法律层面对经济适用房成本价格公开予以支持,是很有现实意义的。对于经济适用房成本价格公开的宏观调控法律思考主要从成本价格测算及监测、银行信贷等方面提出。
Real estate industry is an important pillar industry in the new stage of development in our country. Economically affordable housing is one of the more special fields. It is a commodity housing with social security. Therefore, making the cost price of affordable housing open to the public is a measure to further guarantee the low- and middle-income Rights and interests of the way. At present, although the Ministry of Construction has made provisions for it, it is far from sufficient for the entire society and the scale of the real estate industry. Therefore, it is of great practical significance to openly support the cost price of affordable housing from the macro-control legal level of economic law. The macro-control legal thinking about the cost price of affordable housing is open from the aspects of cost price measurement and monitoring, bank credit and so on.
