The Ministry of Finance recently issued a circular calling on the financial departments at all levels to step up their efforts in standardizing charges management in order to promote the sustained, rapid and healthy development of the national economy. The “Circular” requires that all regions and regions should increase efforts to clean up and rectify agricultural-related charges. The absolute amount of fees raised by farmers in 1999 should not exceed the actual level of burden in 1997; resolutely put an end to the arbitrary confiscation of peasants under the name of “providing funds and services”
