人民群众是我们党取得革命胜利、夺取政权的根基,如果没有广大人民群众的大力支持和做出牺牲,我们就不可能夺取抗战的胜利。苏北抗日根据地各级党组织结合各地的实际制定了联系群众的制度,为夺取抗战胜利打下牢固的群众基础。抓好群众团体建设随着苏北抗日根据地群众运动的深入开展,根据地的农救会、妇救会,青年、工人、儿童团等群众团体在各县区相继成立,仅盐阜区群众团体的会员就达45万人。苏北抗日根据地的各级党组织统一领导全区的群众团体,把群众团体建设作为重要任务来抓,苏北抗日根据地
