我国从五十年代初期开始,先后在全国推行了《劳卫制》、《国家体育锻炼标准》(以下简称《标准》)制度,这项基本体育制度,体现了党和国家对青年学生的基本要求。自《标准》颁布以来,成千上万大学生通过参加这项活动达到了标准,对增强学生体质,提高高等学校运动技术水平,培养学生的道德品质起到积极的推动作用。但是,由于部分高等学校对《标准》的认识还存在着不同程度的误解,一些学校将“达标”活动与体育课或课外体育活动等同起来,把《标准》的测验项目写入体育课教学大纲;还有一些学校把国家为衡量学校课内、课外体育活动的质量,锻炼身体的效果和学生体质状况而制定的具体措施,作为学生日常锻炼和课外体育活动的内容强加给学生。这些问题如不解决,对深入推动高等学校的体育改革,开展正常的体育活动都会产生不利的影响。
