自1985年开始实施“星火计划”。5年多来,共实施星火项目27000多项,完成14000项。 “星火计划”成了推动我国农村向社会主义商品经济发展的计划,对乡镇企业的发展壮大也起了重要的推动促进作用。在开发山区资源、振兴农村经济、使农民从根本上摆脱贫穷、走上富裕道路方面,“星火计划”也显示了它的巨大威力,实施“星火计划”的几年间,一些贫困山区已发生了巨大变化,走出了一条适合本地实际、摆脱贫困落后的振兴之途。
