我国传统的以多头设置账户为基础、分散收付的财政资金缴拨方式,不仅资金使用效率低下,而且透明度不高,难以适应市场经济和公共财政发展的要求。而建立以国库单一账户体系为基础、资金缴拔以国库集中收付为主要形式的现代国库管理制度,正是解决这一问题的一剂良方。近日,记者从在宜昌市召开的全省财政国库管理制度改革现场工作会议上获悉,湖北省将加快财政国库管理制度改革步伐,强化改革推进力度,全面扩大和深化改革,从管理机制上确立国库集中收付制度在政府预算执行中的战略地位。
