优化资源配置是人类社会生存和发展的物质基础,是各个社会形态共有的普遍的永恒规律。资源是由实现物质资料生产和再生产所需要的诸种要素总和构成。资源是个动态的发展的概念。随着科学技术的发展和生产力的提高,人类能够开发和利用的资源品种不断增多,范围不断扩大,现有资源利用程度也日益加深。在当代,科学和技术已经成为资源的第一要素。
Optimizing the allocation of resources is the material basis for the survival and development of human society and the universal eternal law shared by all social formations. Resources consist of the sum of the various elements required for the production and reproduction of material data. Resources are a dynamic concept of development.
