本文立足于国家能源安全和节能减排目标以及可持续能源发展战略,从能源的需求、供给、储备、结构、体制等方面对我国当前和未来能源政策取向及改进措施做出较为深入研究。文章着重指出我国应从能源消费和需求角度建立节能和环保的国民经济体系; 从能源供给角度构建多元化的能源供应体系; 从未来角度构建包括实物储备、产地储备和技术储备的能源储备体系;同时阐明了能源政策必须积极倡导能源结构的优化。最后,文章对我国能源管理体制、价格体制、投资体制、法律体制的改革和建设提出政策建议。
Based on the goals of national energy security, energy conservation and emission reduction and the strategy of sustainable energy development, this paper makes a more in-depth study on the current and future energy policy orientation and improvement measures of China’s energy demand, supply, reserves, structure and system. The article emphasizes that our country should establish an energy-saving and environment-friendly national economy from the perspective of energy consumption and demand, construct a diversified energy supply system from the perspective of energy supply, and build an energy reserve system that includes physical reserves, producing areas and technical reserves from the perspective of the future. Clarified that energy policy must actively advocate the optimization of energy structure. Finally, the article put forward policy suggestions on the reform and construction of China’s energy management system, price system, investment system and legal system.
