20世纪90年代以来,我国国民经济由计划经济向市场经济转型,国有大中型企业在进行优化配置、转型改制的过程中,产生了大批的下岗职工,成为一个突出的社会问题。这些下岗职工大多年龄大,学历低,又没有一技之长,这成为他们再就业的巨大障碍。再加上受传统就业观念的束缚,他们难以面对严酷的现实。1997年,中共中央统战部会同八个民主党派中央及中华职教社共同倡议实施“同心工程”,旨在为下岗职工再就业提供服务,为政府分忧,为下岗职工解难。
Since the 1990s, the national economy of our country has been transformed from a planned economy to a market economy. Large and medium-sized state-owned enterprises have produced a large number of laid-off workers in the process of optimal allocation and restructuring. This has become a prominent social issue. Most of these laid-off workers are old, have low qualifications and do not have the skills to play a major role. This has become a huge obstacle to their reemployment. Coupled with the traditional bondage concept of employment, they can hardly face the harsh reality. In 1997, the CPC Central Committee’s United Front Work Department together with the eight democratic parties and the Vocational Education Society of China jointly advocated the implementation of the “Concentric Project” to provide services for the reemployment of laid-off workers, share the worries for the government and solve problems for laid-off workers.
