第一章总则第一条为减轻失业工人生活困难并帮助其逐渐就业转业起见,特制定本办法。第二条救济失业工人,应以以工代赈为主,同时采取生产自救、转业训练、帮助回乡生产及发放救济金等办法。第三条救济范围,原则上暂以原在各国营、私营的工商企业与码头运输事业中工作的工人和职员以及从事文化艺术教育事业的工作人员,在解放以后失业,现在尚无工作或其它收入者为限。在解放以前失业的职工,如有特殊困难请求救 Chapter I General Provisions Article 1 These Measures are formulated in order to ease the hardships of the unemployed workers and help them gradually find jobs. Article 2 The relief of unemployed workers should be based mainly on work-related food-for-work while adopting measures such as self-help for production, training for demobilization, assistance in returning to the hometown for production and payment of relief funds. Article 3 The scope of remedies is, in principle, provided to workers and staff who formerly worked in privately-run industrial and commercial enterprises and terminal transportations in various countries, and staff members engaged in the education of cultural and arts undertakings.
