我省位于长江中下游交接处,赣、抚、饶、信、修五河之水纵横境内,并汇聚于鄱阳湖而注入长江。沿江滨湖平原坦荡肥沃,南昌市、九江市等二十余座城镇分布其间,是我省政治、经济、文化最发达的地区。由于地势较低,常受洪水威胁和侵害,主要依靠堤防工程保护。堤防工程是劳动人民的劳务积累和国家水利投资所形成的固定资产,如何加强经营管理,这是巩固堤防工程,发挥防洪效益的关键问题。本文就我省堤防工程的经营管理现状和存在的问题,提出一些初浅意见。
The province is located in the middle and lower reaches of the junction of the Yangtze River, Jiangxi, Fu, Rao, letter, repair five rivers of water aspect, and brought together in Poyang Lake and into the Yangtze River. Plain and fertile coastal plains along the Yangtze River, Nanchang, Jiujiang City, more than 20 towns in the meantime, is the province’s political, economic and cultural areas most developed. Due to its low topography, it is often threatened and infringed by floods and mainly depends on the protection of embankments. The embankment project is the accumulation of labor services of the working people and the fixed assets formed by the national investment in water conservancy. How to strengthen the operation and management is the key issue of consolidating embankment projects and bringing flood prevention benefits into full play. This article puts forward some preliminary opinions on the management status and existing problems of embankment project in our province.
