按照2006年中央1号文件提出的支农投入要实现“三个高于”和建立健全财政支农资金稳定增长机制的要求,各级财政部门一方面积极筹措资金,增加对“三农”的投入,另一方面调整支出结构,“放大”支农资金规模、提高资金使用效率,努力构建稳定增长的支农投入机制以及规范、安全、有效的支农资金运行机制。(一)目前,实际工作中仍存在一些不容忽视的问题,亟待创新支农机制,更好地促进新农村建设。1.地方财政支农投入相对不足。
According to the requirements of the Central Government’s No.1 document on supporting agriculture investment put forward in 2006, “three beats” should be established and a stable growth mechanism of financial support for agriculture should be established and perfected. On the one hand, the financial departments at all levels should actively raise funds to increase the “ Agriculture, ”and on the other hand adjust the structure of expenditures,“ enlarge ”the scale of supporting agriculture funds and improve the efficiency of capital utilization. We should strive to establish a stable and increasing mechanism for supporting agriculture and regulate the operation mechanism of supporting agriculture funds in a safe and efficient manner. (A) At present, there are still some problems that can not be ignored in actual work, and the mechanism of agricultural support is urgently needed to promote the new rural construction. 1. Local government investment in agriculture is relatively inadequate.
