重复建设是我国经济建设中长期存在的一个问题。列举重复建设种种现象及其危害的报告资料,卷页浩繁,制止重复建设的种种规定,三令五申。但是,重复建设的情况并没有改变。问题在于,各方面对重复建设的看法很不一致,重复建设的涵义和范围十分模糊,解决重复建设问题的思路和对策措施也有很大差异。因此,若不走出对重复建设的认识“误区”,问题是难以解决的。本文根据调查所得资料和不同认识,就重复建设的评判标准、范围界定以及防治对策等问题作一些探讨。
Repeated construction is a long-standing problem in China’s economic construction. List repeated reports of all kinds of phenomena and their hazards, page voluminous, to stop the repeated construction of the provisions of repeated orders. However, the situation of duplicating construction has not changed. The problem is that all parties have very different views on duplicate construction. The meaning and scope of duplicate construction are very vague. There are also quite different ideas and countermeasures to solve the problem of redundant construction. Therefore, the problem can not be solved without going out of the “misunderstanding” of awareness of duplicative construction. Based on the information and different understandings of the investigation, this article makes some discussions on the criteria, scope and prevention and control measures for repeated construction.
