当前,技能人才短缺直接构成我国经济发展的瓶颈,严重影响着我国就业质量的提高。有资料显示,我国目前人口占世界的21%,劳动力占26%,而熟练劳动力只占17.5%,在企业职工中,技术工人只占约1/3,技师、高级技师仅占技工总数的3.5%,这与发达国家技师高级技师占40%的比例相差甚远。所以出现这种局面,一方面是由于教育结构不合理,以及长期以来教育导向等多种因素所致,另一方面也于企业近年来对职工的技能培训不重视有关。
