为深入了解中国盐行业发展的实际情况及推动食盐专营体制改革,我们对全国12个省(区、市)的盐业公司和主要制盐企业进行了调研。通过调研我们发现,盐业国企整体改革较为滞后,远落后于国企改革的整体进度。盐业国企迫切需要加快自身改革,以应对食盐专营体制改革带来的挑战。推动盐业国企加快自身改革,是食盐专营体制改革能否顺利推进的基本保障,同时食盐专营体制改革也要为盐业企业的自身改革创造条件,要通过双重改革
In order to understand the actual situation of the development of China’s salt industry and promote the reform of salt monopoly system, we conducted a survey of salt companies and major salt-making enterprises in 12 provinces (autonomous regions and municipalities) across the country. Through the research we found that the overall reform of salt state-owned enterprises lagged far behind the overall progress of state-owned enterprise reform. Salt state-owned enterprises urgently need to speed up their own reforms in response to salt monopoly system reform challenges. Salt state-owned enterprises to promote their own reforms to speed up the salt monopoly system reform is the basic guarantee of the smooth progress at the same time salt monopoly system reform should also create conditions for their own reform of the salt industry enterprises, through double reform
