At the State Planning Work Conference recently held by the State Council, Zou Jiahua, director of the State Development Planning Commission, delivered an important report titled: “Continuing to Push for Governance, Deepening Reform and Making Plans for the 1991 Plan for National Economic and Social Development.” Comrade Zou Jiahua said: Since 1990, all regions and departments have conscientiously implemented the guidelines for further governing, rectifying and deepening reforms set by the Fifth Plenary Session of the 13th Central Committee of the Party, and have endeavored to implement the guidelines set by the State Council in adhering to the control of the total amount of the economy and adjusting tightening measures in a timely manner.
