区域综合竞争力是综合实力与竞争力的统一,包括区域资源优化配置能力、持续发展能力和产业、企业等多层次的竞争能力,可分为硬要素和软要素两大类。硬要素表现在以经济和科技为核心的竞争力,集中体现在产业竞争力,基础在于,企业竞争力和产品竞争力;软要素表现在发展原动力(体制机制)和环境吸引力(要素集聚能力),涵盖文化、人力资本、政府行为和发展环境等诸多方面。
Regional comprehensive competitiveness is the unification of comprehensive strength and competitiveness.
