按《吉林省人民政府关于推进集体林权制度改革的意见》要求,2009年我县启动集体林权制度改革,以后逐步推开,现已基本完成明晰产权、落实经营主体的改革任务。但是,集体林权制度改革是对林农林权利益的大调整,导致林权主体多元化,林业生产精细化,林业管理复杂化,而源于基层的本次改革还未得到法律、法规、体制、机制的及时改善配套的必要支持,出现了涉林矛盾纠纷增多、林木资源保护压力大、林地使用费征收难等系列问题,影响了林业和谐发展和生态文明建设,急待我们尽快加以解决。
According to the requirements of “Jilin Provincial People’s Government’s Opinions on Promoting the Reform of Collective Forest Property Right System”, in 2009, our county started the reform of collective forest rights system and gradually opened it later. Now it has basically completed the clarification of property rights and the implementation of the reform tasks of the management entities. However, the reform of the collective forest tenure system is a major adjustment of forest farmers’ rights and interests, leading to the diversification of forest tenure rights, elaboration of forestry production, and complexity of forestry management. However, the reform from the grassroots level has not yet been approved by laws, regulations and institutions , The timely support for the mechanism to improve the supporting facilities has emerged. A series of problems have arisen such as the increase of contradictions and disputes over forests, the pressure of forest resources protection and the difficult collection of forest land use fees, which affects the harmonious development of forestry and the construction of ecological civilization and urgently needs to be resolved as soon as possible.
