太原市经营回民饭菜的一家老字号饭店,——清和元饭店,1988年实行承包经营后,进行内部分配改革,比较好地体现了按劳分配的原则,调动了职工积极性。这家饭店现有职工102人,内部分设部、组。为了搞好该店内部分配制度改革,经承包组和职工代表大会讨论,制定了改革方案,决定先从基础工作入手。首先从部组定岗、定员开始,采用将点兵、兵点将的方式,反复协商理顺部组内部关系,其次将企业承包指标按淡、旺季分解,落实到各部组。第三测算了各部组、各工种的职工收入分配比例。在分配制度改革中,始终坚持“三公开,一兑现”的原则,即指标公开,收入公开,人员公开,保证兑现。他们改革的具体作法是:一、超定额分成法。就是按每个职工的工种、组别,分别制定恰当的定额,完成定额发给基本工资,完不成定额则扣减相应工资,超过定额的部分,则按一定比例计发提成工资或奖金。早点组、服务组和灶案组都实行此办法。
