诚信,自古以来就是中华民族优秀的传统美德,它不仅是作为一个社会人的基本道德规范,而且还是社会主义市场经济有效运行的道德基础,同时也是培育社会主义核心价值观要求的重要组成部分和全面深化改革的道德基石,具有重要的社会价值和伦理规范作用。由于当代中国社会结构、经济基础和社会伦理关系都发生了巨大的变化,而相应的社会意识和上层建筑并未完全跟上经济基础发展的速度,上层建筑不适应经济基础的发展,这就导致了市场经济条件下社会信用体系的失衡和一些社会问题。这里面既有制度不规范的外在原因,又有社会价值信仰扭曲缺失的深层次的内在原因,这就要求我们在全面深化改革的洪流中,实现诚信观的传统伦理观念和市场社会法治精神的现代化整合。
