自1998年以来,我国有色金属工业管理体制在短短两年多的时间里发生了几次重大变化。特别是2000年下半年,国务院决定撤销三大有色金属集团公司,大部分所属企业下放地方管理。这一管理体制的建立,表明原来我国有色金属工业以中央垂直管理为主的条条管理体制已不复存在;有色金属企事业单位下放给各级地方管理后,我国有色金属工业以地方管理为主的块块管理体制被初步确定。 在我国有色金属工业管理体制发生重大改革的同时,我们有必要关注这一管理体制变化对我国有色金属工业长远发展的产业组织的影响。
Since 1998, China’s nonferrous metal industry management system has undergone several major changes in just over two years. Especially in the second half of 2000, the State Council decided to revoke the three non-ferrous metals conglomerates and most of the affiliated enterprises will decentralize their management. The establishment of this management system shows that the original management system of non-ferrous metals in China focused on the vertical management of the central authorities no longer exists. After the non-ferrous metal enterprises and institutions are delegated to local management at all levels, the non-ferrous metal industry in our country takes the local management as The Lord’s block management system was initially identified. While major reforms have taken place in China’s non-ferrous metal industrial management system, it is necessary for us to pay attention to the impact of this regulatory system on the long-term development of non-ferrous metal industry in China.
