2015 is the crucial year for deepening the overall reform and the first year for comprehensively promoting the rule of law and the final year for completing the “12th Five-year Plan”. To do a good job in this year, we must closely integrate with the actual situation, accurately grasp and judge the economic situation and seize the “four new opportunities.” First, new opportunities brought about by the new normalcy of economic development. China’s economic development shows four new characteristics: shift in growth rate, change in development mode, adjustment of economic structure and development of power shift.
