0. Introduction At present, the newly revised “Guizhou Skeleton Road Network Planning” has been approved by the provincial party committee and government. According to the plan, Guizhou Province will build a total of about 6851 km of expressways by 2030, forming a highway skeleton highway network of “six horizontal and seven vertical and eight vertical lines”. The revision or formulation of these plans indicates that the climax of the new round of construction in Guizhou Province, especially the construction of expressways, has come. To ensure the implementation of the plan, in addition to establishing and improving effective project development and promotion mechanisms, the mobilization of construction funds is the biggest issue. Therefore, in the construction of expressways, we must strengthen our advance with the times
