编制森林经营方案是有立法依据的,提高经营管理水平,解决“两危”的重要措施。但还存在着认识不足、编案要求不明确、任务量大等问题和困难。提出关于编案依据、指导思想、内容的深度广度和组织形式等方面看法,建议组织力量尽快修订“原则规定”试行稿、加强编案工作领导等。 The preparation of forest management plan is a legislative basis, improve the management level, solve the “two critical” important measures. However, there are still problems such as lack of understanding, unclear editorial requirements and large amount of tasks. Put forward some suggestions on how to compile the basis, guiding ideology, content and organizational form. We suggest that the organization should amend the “draft of the principle” as soon as possible and strengthen the leadership of the editing work.
