问题2016年,甲市政府因修建道路需要,经省国土资源厅批准之后实施征地,征地范围涉及乙村村民A所持的集体建设用地使用证所确认的土地。同年,甲市国土资源局与乙村村委会签订了征收协议,并向村委会支付了相应的征收补偿费用。随后,村委会在与村民A签订了补偿协议后将所涉土地上的建筑物全部拆除,但村民A一直拒绝前来领取征收补偿款,并以此为由拒不交还其集体建设用地使用证。请问:这种情况该如何处理?
Question In 2016, City A government implemented land acquisition after approval of Provincial Department of Land and Resources due to the need of road construction. The scope of land requisition involves the land recognized by Party A’s collective construction land use certificate. In the same year, the Municipal Bureau of Land and Resources and B Village Commission signed an expropriation agreement, and paid the corresponding compensation fees to the village committee. Subsequently, after signing the compensation agreement with Villager A, the village committee demolished all the buildings on the land involved, but Villager A refused to come forward to collect the compensation fee and refused to return it to the site for collective construction use certificate.
