改革开放以来,广州始终是我国经济建设和改革开放的前沿阵地。外地来穗人员对其经济的持续高速发展作出了巨大贡献;同时,该群体的违法犯罪问题对广州社会治安造成的负面影响也不容忽视。新形势下,检察机关应该以更加积极的姿态参与到对外地来穗人员犯罪的惩防工程体系中去,转变执法理念,规范办案方式,发挥检察机关在惩防外地来穗人员犯罪工作中应有的作用,这也是检察机关履行好检察职能、积极参与社会管理创新的应有之义。
