重庆江津市是一个有着146万人口的农业大市。随着经济社会的发展,农村各种新旧矛盾日益显露出来:有些群众经济意识增强、政治意识弱化;自我意识增强,社会意识弱化;开放意识增强,道德意识弱化。面对“老办法不行,新办法不明,硬办法不成,软办法不灵”的困境,江津市决定向农村派驻思想政治工作指导员,选派418名镇街干部进村入户,调研走访,扶贫帮困,对思想政治工作怎样服务“三农”,做出了有益的探索。
