公交优先战略实施以来,各级政府加大城市公共交通投资力度,公交运营环境不断改善,服务能力明显增强。2008年北京奥运会的举办,更是推动了北京及相关协办城市公共交通的现代化建设。然而,当前城市公共交通发展滞后的局面还没有得到根本改变,我国城市公交总体出行分担率虽提高至10-35%,但仍然低于世界其他城市30-70%的平均水平。因此,必须坚定不移地深入实施公交优先战略,按照“稳政策,增投入;建制度,强保障;严考评,升效率”的原则完善财政扶持政策,推进城市公交及城乡公交又好又快地协调发展。
