利比里亚船东理事会主席S·西蒙先生,于1983年5月10日,在西班牙首都马德里,对600名船东和航运公司的代表演讲,强烈批评国际海事组织的指导思想和工作作风。他的主要论点如下: 海事的公约增加了不少,但船舶安全总的看来没有什么改进。 现在已有35个国际的或国家的海事公约,这些公约使船舶过于复杂,造价也贵,船东或船舶公司为了要满足公约的要求,必须按装一些不过关的设备,本来认为照公约办会使安全有所改进,但实际结果有时适得其反。
Mr. S · Simon, Chairman of Liberian Shipowners Council, delivered a speech on behalf of 600 shipowners and shipping companies on May 10, 1983 in the Spanish capital Madrid, strongly criticizing the guiding ideology and work style of the IMO. His main points are as follows: The maritime conventions have increased considerably, but overall the ship’s safety does not seem to have improved much. There are now 35 international or national maritime conventions that make ships too complicated and costly to build. Shipowners or shipping companies, in order to meet the requirements of the Convention, must install some equipment that does not comply with the requirements of the Convention There will be some safety improvements, but the actual results are sometimes counterproductive.
