《国有企业财产监督管理条例》(以下简称《监管条例》)已于1994年7月24日以李鹏总理签署的国务院第159号令发布施行。《监管条例》是保护国有资产的重要行政法规,是落实《中共中央关于建立社会主义市场经济体制若干问题的决定》提出的,加强国有企业财产监督管理,实现企业国有资产保值增值,维护所有者权益的具体措施。认真贯彻实施《监管条例》,将进一步增强国有企业活力,发挥国有经济在社会主义市场经济中的主导作用。 一、《监管条例》起草的简 要过程
