(一) 前言过水土壩是一种新的很有发展前途的壩型,它的合理性和經济性在于將挡水結构与泄水結構合而为一,省去水利枢纽中费钱很多的溢洪道結構。不但可以节省大量投资,而且可以节省目前十分缺乏的鋼材和水泥。在全国水利水电建设中如广泛推广过水土壩,將产生巨大的经济效益,如京郊4个小水庫采用过水土壩,就节省了20万个劳动日。河北省漳河水庫,最近由于采用了过水土壩,估計可以节省混凝土8万方。
