2002年以来浙江、湖北、河南、山东、福建等省份先后根据本省的具体情况,将一部分归属于地级市的经济管理权和社会管理权直接赋予经济强县,并在财政体制上实行“县财省管”的试验性探索,县域经济得到了持续、稳定、快速、健康的发展。从当前情况来看,“省管县”体制改革将从根本上改变我国省级以下行政区划的权力结构模式和行政、财政基础,并将深刻影响我国政府间纵向关系模式,可以被视为自20世纪80年代“市管县”体制实施以来又一次对政府间关系所做出的根本性调整。
