改革开放给经济建设带来了活力,也给图书馆事业带来了生机,这是图书馆同仁有目共睹、亲身感受得到的事实。前进中有困难,发展中有不平衡也在所难免。也就是说,图书馆事业在发展,但也不是一帆风顺;工作中有困难,但也不是山穷水尽。图书馆界目前议论颇多的是我国的图书馆事业是否开始走入“低谷”。“低谷论”列举了种种现象以论证“低谷”的现实:1.经费严重短缺;2.图书馆人藏文献的数量与品种急剧减少;3.图书馆服务满足不了社会需求,读者“精神饥饿”继续扩大;4.图书馆功能下降,职能萎缩;5.许多图书馆新建或扩建工程暂停。并指出:从1985年开始,新中国图书馆事业的第2个黄金时代逐渐消失,开始走入“低
