建立现代企业制度,不是简单地更换名称,也不是单纯地为了筹集资金,而是着重于机制的转换。一方面,需要政府和社会为企业提供一个生存、发展的环境。另一方面,企业自身的内部机制也必须发生革命性的变革,无论公司制还是其它形式,都使几十年来计划体制下的国有企业的内部组织制度面临着改革的要求。企业党政工三者在现代企业制度下的地位及其关系,成为大家非常关心、议论最多的问题。如何具体实施建立具有中国特色的社会主义的现代企业制度,充分发挥和调动党、政、工的积极作用,是需要我们认真研究的一个重大课题。本文就此谈一点个人的粗浅看法。
The establishment of a modern enterprise system is not simply a change of name, nor is it simply a matter of raising funds, but rather a shift in the mechanism. On the one hand, the government and society need to provide enterprises with a survival and development environment. On the other hand, the enterprise’s own internal mechanism must also undergo revolutionary changes. Both the corporate system and other forms have forced the internal organization system of state-owned enterprises under the planned system for decades to meet the requirements of reform. The status and relationship of the three party and government workers under the modern enterprise system have become the issues that everyone cares about most and discusses most. How to concretely implement the modern enterprise system of building socialism with Chinese characteristics and give full play to and mobilize the active role of the party, government and workers is an important issue that needs our careful study.
