一、为加强处理人民来信,办好接见人民来访工作,根据本府一九五三年五月二十三日对此项工作的决定,制订本办法。二、本府所属各部门应指定专门兼职干部承办人民来信、来访工作,并将指定干部之姓名送市府办公室备查,此项兼职干部与本府问事处工作人员均应以熟悉政策,有一定工作能力,并对群众有高度热情耐心踏实者担任,一般下应随意调动。市府办公室负责与各部门承办人员经常取得联系,在业务上经常督促指导。三、各部门及问事处收到群众来信后,必须及时由承办人负责摘由、登记、编号(不得与一般收文簿相混)送负责同志批阅,及时分交主管单位处理,并应建立卡片或催办笺等制度检查督促。四、对人民群众直接问事或来访,均应热情招待,诚恳接谈,并认真负责的解决问题。对来访者所提问题能立即解决者立即妥为解决,如
