今年是《中华人民共和国渔业法》颁布实施十周年。《渔业法》的颁布实施,标志着我国的渔业管理开始走上“依法治渔,以法兴渔”的新轨道。十年来,在各级党委、政府和人大的领导与支持下,全省各地结合普法教育,采取各种有效措施,广泛深入地宣传贯彻《渔业法》,广大渔农民群众知法、守法、护法的意识得到提高,增强了运用法律保护自己合法权益的能力,依法从事渔业生产。全省渔业生产秩序逐年好转,有力地促进了全省渔业持续、快速、健康发展。水产品产量十年内连续较大幅度增长,平均年递增率达11％,是建国以来我省水产业发展速度最快的时期。到1995年,全省水产品总产量达到18.1万吨,比1985年净增11.7万吨。超额完成“八五”计划,为顺利实现我省“九五”渔业规划打下了良好的基础。
This year marks the tenth anniversary of the promulgation and implementation of the “Fisheries Law of the People’s Republic of China.” The promulgation and implementation of the “Fisheries Law” marked the beginning of the fishery management in our country embarking on a new track of “governing fishery by law and fishing by law and law.” Over the past decade, with the leadership and support of party committees, governments and the NPC at all levels, we have taken various effective measures in connection with popularizing education in all parts of the province and extensively and thoroughly publicized and implemented the “Fisheries Law” and the masses of the masses of farmers and peasants in knowing, observing and safeguarding the law The awareness has been enhanced, and the ability to use laws to protect their own legitimate rights and interests has been enhanced and fishery production has been carried out in accordance with the law. The province’s fishery production order is getting better year by year, effectively promoting the continuous, rapid and healthy development of the province’s fisheries. The output of aquatic products has witnessed a continuous and substantial increase within 10 years, with an average annual increment rate of 11%. This is the fastest period for the development of aquatic products in our province since the founding of the People’s Republic. By 1995, the province’s total output of aquatic products reached 181,000 tons, a net increase of 117,000 tons over 1985. Exceeding the “Eighth Five-Year Plan” laid a good foundation for the smooth realization of the “Nine Five” fisheries planning in our province.
