小微企业是中国经济的血和肉,它们承担着解决民生问题和社会稳定的重任。但自2008年全球金融危机以来,我国小微企业走出困境仍然任重道远。关于小微企业经营困境的成因,学术界存在市场萎缩和资金短缺两类观点。文章以上海市青浦区小微企业为样本,运用因子分析法来探讨小微企业经营困境的主要原因。结果表明资金短缺对小微企业的影响较市场萎缩更为明显,是导致小微企业经营困境的主要原因。据此,文章提出了建立新型融资模式、加强短期货币市场建设、创新税收征管模式等政策建议。
Small and micro enterprises are the blood and meat of China’s economy. They bear the heavy responsibility of solving the livelihood problems and social stability. However, since the global financial crisis in 2008, it is still a long way to go before the small and micro enterprises in our country get out of their predicament. On the causes of small and micro enterprises operating difficulties, academia there are two types of market shrinkage and shortage of funds. Taking the small and micro enterprises in Qingpu District of Shanghai as samples, the article uses factor analysis to explore the main reasons for the small and micro enterprises operating predicament. The result shows that the impact of the shortage of funds on small and micro enterprises is more obvious than that of the market, which is the main reason leading to the plight of small and micro enterprises. Accordingly, the article puts forward some policy suggestions such as establishing a new financing mode, strengthening the construction of short-term money market and innovating tax collection and management mode.
