加强和完善专业技术兵员储备区建设,对退伍军人专业技术兵员实行分类集中储备,是解决战时技术兵员对口补充和快速动员的有效办法。然而,目前许多地区的形势不容乐现:高技术部队退伍军人返乡后外出打工经商的多、不进行预备役登记的多、没有固定联系方式的多。兵员特别是高技术兵员储备动员难已经成为制约民兵预备役建设质量的一个重要瓶颈。如何按照战时兵员动员需要,进一步改进高技术兵员储备区建设模式,解决征召与储备脱节、兵员流动大在位少、战时应战恢复性训练周期长等问题.是当前省军区系统各级亟待研究破解的难题。河南省安阳军分区以科学发展观为指导,多措并举解难题,专业技术兵员储备形成了“征、储、编、训”一体化建设新模式。他们的经验和做法值得借鉴。
