上海公共租界纳税人会议是租界的最高权力机关,它脱胎于商人自治。伴随着上海公共租界的发展,纳税人会议所代表的群体发生了变化,维系权力运行的各方力量发生转移和分散,而诸如纳税人会议的特别会议制度、合格纳税人财产资格限制等成为其后期变化的催化剂。纳税人代表性的嬗变是认识近代上海公共租界发展的重要线索。
The Shanghai Concession Taxpayer Conference is the supreme authority in the concession. It is born out of self-government by businessmen. With the development of Shanghai’s public settlements, the groups represented by the taxpayers ’conferences have undergone changes and the forces that sustain the operation of power have shifted and dispersed. Special conference systems such as taxpayers’ conferences and restrictions on the eligibility of qualified taxpayers have become Post-change catalyst.
