分析近年来湖南乃至全国的安全生产形势,我们发现,重特大生产安全事故的发生基本属于两种情况:一是发生在国有企业甚至国有大型企业,二是发生在由地方政府直接决策、组织和管理实施的建设工程。这对“国有企业安全生产有保障”、“政府亲自抓的工程放心”等盲目乐观情绪无疑是当头一棒!省政府副秘书长、省安监局局长刘尧臣在现场会上点评事故原因,为处于工业化、城市化加速期的国有企业走出事故阴霾提供政策导向。
