山东省菏泽市村级基层服务型党组织建设经过探索,积累了一些有益经验,也存在基层党组织的角色意识不到位、农村基层党组织与群众的心理认同错位等制约因素。当前其应遵循政党执政规律,架起沟通的桥梁;改变“一肩挑”的权力格局,为服务破解制度障碍;培育村级社会组织,构建服务平台;提升能力,因村制宜做好服务工作。 After the exploration of village-level grass-roots service-oriented party organizations in Heze City, Shandong Province, some useful experiences have been accumulated, and there are also constraints such as the lack of awareness of the roles of the grassroots party organizations and the misunderstanding of the psychological identities between the rural grassroots party organizations and the masses.
