少先队辅导员是少年儿童的亲密朋友和指导者,少先队的各项工作和任务都要依靠少先队辅导员具体实施。为深入贯彻落实共青团中央、教育部、人事部等中央八部委联合下发的《关于进一步加强少先队工作的意见》(中青联发[2005]22号和第五次全国少代会精神,按照“全队抓基层、全队抓落实”的工作要求,提高少先队辅导员素质,进一步加强少先队辅导员队伍建设,推进少先队事业深入发展,共青团中央、教育部、人事部、全国少工委研究制订了《少先队辅导员管理办法(试行)》。这是加强少先队制度建设和队伍建设的一个重要文件。
